It is very important that any Ground or Club wishing to affiliate to The Scottish Clay Target Association Ltd. is aware of the safety and administration requirements.

The Scottish Clay Target Association Ltd. (SCTA) is the National Governing Body for the sport of clay target shooting in Scotland. The SCTA is a council member of the Scottish Target Shooting Federation (STSF) supported by sportscotland.

The numerous benefits to Affiliated Clubs are most important in this modern age where there is so much responsibility involved in the running of any organisation. The SCTA aims to assist all affiliated clubs to understand and implement any legislation affecting the day to day running of their clay shooting activities.

Managing a Club;
The SCTA will assist in the setting up of the administration and layouts of a club who may wish to affiliate. It is extremely important that persons wishing to form a club do so correctly from the outset and are aware of the safety and legislation aspects of their project.

The above are a few of the many items that must be considered when running or setting up a Clay Target Shooting Club. The SCTA are here to help you in the administration of your club.

Individual Membership Benefits;

Insurance;
Members insurance includes; World Wide cover and £5 million Public Liability indemnity for all shotgun sports.

As a member your insurance will cover, Clays, Game and Rough Shooting, Wild Fowling, Rifle including Stalking, Fishing, hunting (not mounted) Falconry and Coursing.

Coaching;
Members are entitled to attend "Coaching Courses" organised by the SCTA and receive a discounted rate at all levels from "Novice" to "Olympic Standard". All of the courses are held at SCTA Affiliated Grounds where the specific equipment relevant to each discipline is available.

Courses;
Safety Courses are offered to members and this takes place at SCTA Affiliated clubs that apply for this facility.
Referee Courses are available to all individual members to assist them in understanding the Technical Rules and Regulations of the sport. Regarded as one of the most popular courses supplied by the SCTA

Legislation
The SCTA represents its members in combating any possible anti-clay target and shotgun legislation

Shooting Clays in Scotland;
There are many hundreds of organised SCTA events throughout the year, in every area of Scotland and affiliated organisations hold "Club and Open Shoots" for anyone wishing to enter

National and International Events;
The SCTA organises National Events for its members offering a route to International competitions where the members can represent Scotland and even progress to Commonwealth Games Standards if so desired.

Membership

S.C.T.A. Magazine "On Target";
Is available to all members without charge and contains information on many aspects of shooting in Scotland

Members' Rights;
Every member of the SCTA has the right to attend the Association AGM, is encouraged to do so and give their opinion on any aspect of the governance of their Association. Each member is a share holder in the Association and has one vote.

The SCTA requires to have records on file that is has taken prudent and adequate steps to ensure Affiliated Grounds provide a safe and controlled environment for SCTA members and associated persons to shoot or spectate safely.

Please note that an inspection of all layouts for Registered SCTA Competitions is carried out by the Association. Please refer to the SCTA Administrator for a quotation. The fee must accompany the application.

Notes on the completion of this form
The completed documentation should be sent to the SCTA as soon as possible. When returned the
documentation will be copied and sent to the Inspecting Safety Officer who will then make a date for the
inspection of the facilities and details noted. After the Inspection all documentation will be collated by the
safety officer and his recommendation will be placed before the SCTA Management Board.
Any recommendations will be sent directly to the club contacts for implementation.

3 Please list carefully and remember to inform the SCTA of any changes.

4 A site map should include a scale for reference and the direction of NORTH.

5 The SCTA Safety Zone is 275 metres from the firing mark + 20 degrees either side of the intended angle of fire.

6 All clubs MUST have Public Liability Insurance. It is not enough that all members are individually insured.

7 A person does not necessarily need to be financially rewarded to be an employee. It is recommended
that you contact the SCTA recommended Insurers for more details.

8 The Insurance Company that deals with SCTA Affiliated members will request a copy or a "Club Constitution" and possibly the Club Safety Statement.

9 Section 11(6) Certificates of the Firearms Act is available from your Local Constabulary. It is recommended by the SCTA that all grounds apply for this certificate in the event that a non-certificated shooter uses your facilities.

10 A Risk Assessment guideline is available on the SCTA web-site and H & S manual . A Risk Assessment is required for any workplace employing more than 5 persons. See also "Working at Height Document"

11 See section on First Aid on the SCTA website and H & S Manual. It is recommended that you contact
the Red Cross or St John's Ambulance in your area for information on courses.

12 All work places require to have an "Accident Report Book" available from HMSO bookshops or any
suitable exercise book will suffice.

13 A draft Safety Policy is available on the SCTA Website and in the H & S manual.

14 Insurance companies require that all machinery is maintained in good order.

15 An emergency response procedure document is most helpful when displayed on or near the "score board"
It is then available to all present and not just Club Officials.

16 Within the" Safety Zone" Area be sure that there is not a Site Of Special Scientific Interest (SSI) within
any part of this area.

17 Lead Shot regulations are now in force in Scotland. Advice regarding this subject is available from the SCTA. Please contact the Secretary who will advise you on who to refer to regarding the latest up to date information on this subject.


18 RIDDOR; "Reporting of Injuries, Diseases and Dangerous Occurrences". Refer to Health and Safety on the SCTA website and the H & S manual.

19 If shooting occurs more than 28 days on your ground then it is very likely that formal planning permissions are required.

21 If fresh food is supplied the club must register with your local Council and Food Hygiene Certificates
displayed.

22 The shooting stands must be at least 50 feet (15.38m) from a public highway

24 Without a signed declaration the SCTA will not process any information for a ground requesting
