This Scottish Clay Target Association Limited (SCTA) "Health and Safety Policy" document is issued only for the guidance of affiliated Grounds and Members with a view to assisting and encouraging the maintenance of a safe clay target shooting environment. It must not be considered as a definitive interpretation of the "Health and Safety" legislation.

It is specifically incumbent on every Affiliated Ground and Member involved in the management of any clay target shooting event to be fully aware of the legislation as it applies in their particular circumstance.  Grounds and Members must seek the necessary professional advice and the SCTA assumes no responsibility in this regard.

FIRE PRECAUTION LEGISLATION

Under the Health and Safety at Work Act, etc. 1974 (HSWA), employers have to ensure, so far as is reasonably practicable, the health, safety and welfare both of their employees and of any other people who may use, or have access to, the workplace. Employers and self employed persons must also conduct their undertaking so as to ensure that others not in their employment are not exposed to risks to their health and safety.  These general duties include safety in relation to fire hazards, both from processes or activities, as well as general fire safety in the workplace.

Also stated in the Act is to control the keeping and use of explosive or highly flammable substances. This is not limited to 'at work' situations but may be related to any activity. HSC/E therefore has an important policy, legislative and enforcement role relating to explosives, petroleum, gas and other highly flammable substances.

The Management of Health and Safety at Work Regulations 1999, MHSWR, generally make more explicit what employers are required to do to manage health and safety under HSWA. These Regulations, as amended by the Fire Precautions (Workplaces) Regulations 1997, FP(W)R, require employers to formally assess the risk of fire to their employees at work as part of the general risk assessment required by the Regulations. However, responsibility for enforcing these MHSWR requirements lies with fire.

New regulations, which set minimum requirements for controlling fire and explosion risks from dangerous substances and potentially explosive atmospheres, came into force on 9 December 2002. You are advised to check the HSE website regularly to ascertain if these regulations effect your operations. Your “Rick Assessment” should clearly identify the substances and procedures directly related to the use and storage of any items within your clubhouse or other workplaces at your Ground / Club
